*Wrote the Home Star Energy Retrofit Act (H.R. 5019), an energy efficiency incentive that would help three million families refit, renovate and insulate their homes, while putting 170,000 Americans to work. Passed by a bipartisan vote in the House, Welch's Home Star program would create jobs, save homeowners money and reduce harmful carbon emissions.
*Led a congressional coalition that successfully called on BP to suspend its dividend until it fully funded efforts to clean up the Gulf Coast and compensate victims of the Deepwater Horizon catastrophe. Welch also cosponsored the End Big Oil Tax Subsidies Act (H.R. 5644), which would strip unnecessary tax credits from the oil industry, saving taxpayers $35 billion.
*Supported the American Clean Energy and Security Act (H.R. 2454), comprehensive legislation that would combat climate change and invest in the nation's green energy economy. As a member of the House Energy and Commerce Committee, Welch successfully amended the bill to include an energy efficiency retrofit program called the Retrofit for Energy and Environmental Performance.
