But In 2007, Boxer Joined With The AFL-CIO In Opposing A Guest Worker Program As Part Of Immigration Reforms. "But opposition is intensifying to a proposed guest worker program that would allow hundreds of thousands of foreign laborers to take jobs in the U.S. The AFL-CIO labor union and some Democrats -- including U.S. Sens.
