Protecting the Second Amendment

Richard believes that the Second Amendment guarantees an individual right to keep and bear arms. He has signed the Amicus brief for both U.S. v. Heller and McDonald v. Chicago.

Richard supports the national Right-to-Carry reciprocity legislation. He is a cosponsor S. 845, a bill that would let a person carry a firearm for self-defense while traveling throughout the United States, if that person is licensed to carry a firearm by any state. He has also supported the right to bear arms within the National Park System and the National Wildlife Refuge System.

Richard is a cosponsor of the Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2009, a bill that would raise the standard for license revocations and denials by the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE), while giving BATFE the power to use alternative penalties such as imposing a fine or license suspension instead of revocation.

Millions of acres of federally-owned land provide public hunting opportunities across the nation, allowing sportsmen to contribute almost $30 billion to our economy. Senator Burr is a cosponsor of the Hunting Heritage Protection Act, legislation that would establish a policy of No Net Loss of public hunting opportunities. Under this bill, any closure of public land would compensated for by opening a new public hunting site with the same amount of acreage.

Also, Senator Burr has introduced the Veterans Second Amendment Protection Act in order to protect the due process rights of our veterans.
