Issue Position

Airplane noise and train horn noise have consistently been a problem in the Fourth Congressional District. Carolyn McCarthy is committed to addressing these issues while ensuring the safety of residents in the community.

Carolyn has introduced the following bills:

Provisions included in FAA Reauthorization Act, H.R. 915

This bill seeks to improve aviation safety and capacity, and provide stable funding for the national aviation system. Congresswoman McCarthy worked hard to include a number of provisions in the bill that would address airplane noise, a big factor in the quality of life of residents of the 4th Congressional District. H.R. 915 includes a sense of the Congress that the Port Authority of New York and New Jersey should complete an Airport Noise Compatibility Planning (Part 150) Study for LaGuardia, John F. Kennedy, and Newark Liberty International Airports; expansion of the Airport Improvement Program (AIP) to help soundproof schools and homes; further research into cleaner and quieter engines and airframes; and a prohibition on some of the noisiest aircraft. Passed in the House.

Resolution expressing gratitude for the contributions of the air traffic controllers, H.Res. 1401

Expresses the gratitude of the House of Representatives for the contributions that U.S. air traffic controllers make to keep the traveling public safe and U.S. airspace running efficiently. It further commends them for the calm and professional manner in which they handle air traffic all year long. Passed in the House.

Soundproofing Amendment, H.R. 5019

The amendment would require the Secretary of Energy to study what effects the energy efficiency measures installed in homes under the bill have on noise reduction. The amendment was a precursor to legislation the Congresswoman is drafting to provide a tax credit for homes for soundproofing against plane and train noise. Passed in the House.

Carolyn has cosponsored the following bills:

To amend title 49, United States Code, to allow for additional transportation assistance grants., HR 2746

Will allow cities with populations of 200,000 or more to flex their transit spending on operating costs. Currently only cities with less than 200,000 in population are allowed to do that.

Resolution on Taiwan and the International Civil Aviation Organization (ICAO), H.Con.Res. 266

Resolution Expresses the sense of Congress that: (1) the government of Taiwan should be accorded observer status in the International Civil Aviation Organization (ICAO); (2) the U.S. government should take a leading role in gaining international support for granting Taiwan ICAO observer status; and (3) the Department of State should brief or consult with Congress on U.S. government efforts in support of Taiwan's progress toward ICAO observer status. Passed in the House.

Consumer Assistance to Recycle and Save Act- (Cash for Clunkers), H.R. 2640

Summary: (1) authorize the issuance of an electronic voucher to offset the purchase or lease price for a new fuel efficient automobile upon the surrender of an eligible trade-in vehicle to a participating dealer; (2) certify dealers for Program participation; (3) make payments to them for vouchers they accept between March 30, 2009, and April 1, 2010; (4) provide for the payment of rebates to qualifying persons; and (5) establish and provide for the enforcement of measures to prevent and penalize fraud under the Program. Prescribes requirements, including combined fuel economy, for $3,500 and $4,500 vouchers to offset the purchase or lease price for a qualifying passenger automobile or truck.

American Recovery and Reinvestment Act, H.R. 1

The bill appropriates $43.1 billion for various agencies of the Transportation Department. The largest portion -- $30 billion -- is for highway, bridge and road projects, and would generally be distributed by formula to states. In addition, the bill includes $9 billion for Federal Transit Administration programs, including $6 billion for formula grants to purchase buses and other equipment, $2 billion for formula grants to modernize and improve existing transit systems and $1 billion for discretionary grants for constructing new rail systems. Became Public Law No: 111.

Small Business and Infrastructure Jobs Tax Act of 2010, HR 4849

The measure provides $16.8 billion in tax incentives intended to assist small businesses obtain capital and spur state and local governments to issue bonds for infrastructure projects. It eliminates capital gain taxes on certain small business stock acquired between March 15, 2010, and Jan. 1, 2012; extends the Build America Bonds program; and temporarily increases the amount of start-up expenses that small businesses can deduct. The measure contains a number of revenue-raising provisions to offset the cost of the tax incentives, including language that prevents U.S. subsidiaries of companies based in countries without U.S. tax treaties from avoiding taxes that they would otherwise owe by sending the money to an affiliate in a country with a tax treaty and it requires information reporting for certain rental payments. Passed in the House.
