BRIAN SULLIVAN, GUEST HOST: Well, is today the day that we just heard the first Republican confirm his intention to run for president in 2012?

Herman Cain is a rock star on the Tea Party circuit, and now the former Godfather's Pizza CEO just told The Daily Caller this -- quote -- "I will run proudly as a non-establishment candidate. I think the public has an appetite for a non-establishment candidate."

Herman Cain joining us now by phone.

Mr. Cain, it's Brian Sullivan.

Are you going to run for president in 2012?

HERMAN CAIN, CEO, THE NEW VOICE: Brian, you skipped the important part...

SULLIVAN: Uh-oh.

CAIN: ... prayerful consideration. Prayerfully considering a run, yes, I am. And I am honest about that.

And there are three things that I have got to take a good, hard look at, first of all, a good, hard look at building a grassroots effort to support me. And we have -- that is going pretty well, quite honestly.

Secondly, the ability to raise the money, because, you know, you cannot run a campaign off air. And, thirdly, what happens in November. I firmly believe that what happens, a change of control in Congress coming up in November could be a telling sign that the American voters are ready for someone who is a problem-solver first, and not a politician.

So, I am prayerfully considering it.

SULLIVAN: OK. So, you are, we will call it strongly considering it.

Is that...

(LAUGHTER)

SULLIVAN: Is that fair?

CAIN: Hey, Brian, Neil has been trying to drag this out of me for months now, OK?

SULLIVAN: And I'm Neil's acolyte.

(LAUGHTER)

CAIN: But, no, I am strongly considering it, but have not made a final decision.

And it is because I, along with so many million voters across this country, are sick and tired of being sick and tired of what is going on in Washington, D.C., some of it in both parties.

And it is political elite attitude...

SULLIVAN: Yes.

CAIN: ... that they know best for the public, rather than listening to the public.

SULLIVAN: Well, you are mad about what is going on in D.C., Herman, but I know what is not going on, and that is a vote on this tax issue. They have got time for Colbert, and they don't have time to vote on what could be the biggest tax hike in American history.

What do you make of that?

CAIN: Well, I think that is absolutely another insult to the American public.

And -- but, more importantly, it is a slap in the face to the business community in this country. Uncertainty, Brian -- and you know this -- uncertainty is what has brought this economy to a halt, uncertainty about the health care "deform" legislation, uncertainty about cap-and-trade and tax and kill, even though they have put it on the back burner, uncertainty about the employee no choice act, and now uncertainty about what are taxes going to be in 2011.

That is not -- that is doing an injustice to the American people, but, most importantly, to the American business community. Fifteen million people are out of work, and they cannot find jobs because they don't want to pass...

(CROSSTALK)

SULLIVAN: Yes, the recession -- the recession is not over for them, Herman.

CAIN: No, it is not over.

SULLIVAN: I want to quickly say and ask you this. If one or both chambers of Congress swings to the Republicans, would that make you more or less likely to run for president?

CAIN: If one or both swing Republican, it would make me more likely to run for president, yes.

SULLIVAN: Something you are strongly considering.

CAIN: Yes, prayerfully considering. You keep...

SULLIVAN: Prayerfully considering.

(LAUGHTER)

SULLIVAN: I got it right at the end.
