The US House of Representatives has already considered and passed climate change legislation. This has been termed cap and trade. In reality this is a national tax on energy. If enacted, this tax will hurt South Dakota farms, ranches, and small businesses. It really amounts to little more than redistributing South Dakotan's hard earned income to others more favored by Washington politicians. Electricity costs for South Dakota are estimated to increase 41% by 2015 under this scheme. This massive burden to South Dakota families, farmers, and factories could not come at worse time. In contrast, I support an "all of the above" energy solution to help reduce our dependence on foreign oil. This means promoting conservation, increasing renewable energy opportunities like wind power and biofuels and by expanding traditional domestic energy sources. A mountainous new regulatory system, as designed, will not have any measurable effect on our climate nor significantly decrease our addiction to foreign produced energy sources. As South Dakota's Congressman I will support policies that strengthen America's energy independence through market-based incentives and policies that reward American entrepreneurs and create jobs.
