Gov. Schwarzenegger Signs Legislation to Combat Human Trafficking

Press Release

Date: Oct. 11, 2009

Governor Arnold Schwarzenegger announced today he has signed legislation to further combat the horrific crime of human trafficking. AB 17 authored by Assemblymember Sandré R. Swanson (D-Alameda) and signed by the Governor will increase the financial penalties on individuals convicted of human trafficking and will create even greater deterrence against committing the crime.

"The practice of human trafficking is a horrific crime that goes against the core principles of individual freedom and civil rights that our state and nation stand for," said Governor Schwarzenegger. "In California, we already have enacted some of the toughest laws to punish human traffickers and protect their victims and I am proud to sign this legislation creating even greater penalties for people who commit this deplorable crime."

AB 17 increases financial penalties on those convicted of human trafficking by 400 percent bringing the fine to $20,000 and allows law enforcement to seize assets connected to traffickers, which can greatly increase the financial loss for traffickers. Half of what is collected in fines and seizures will also be made available to community-based organizations that serve underage victims of human trafficking.
