Cardin, Mikulski Applaud Nomination of Judge Andre M. Davis to Court Of Appeals for the Fourth Circuit

CARDIN, MIKULSKI APPLAUD NOMINATION OF JUDGE ANDRE M. DAVIS TO COURT OF APPEALS FOR THE FOURTH CIRCUIT

U.S. Senators Benjamin L. Cardin and Barbara A. Mikulski (both D-MD) applauded President Obama's decision to nominate Judge Andre M. Davis to the Court of Appeals for the Fourth Circuit.

If confirmed, Judge Davis will occupy the seat that has been vacant since the passing of Judge Francis D. Murnaghan in 2000. Since then, Senators Mikulski and Cardin have remained committed to filling this seat with a nominee who has strong ties to Maryland.

Senator Cardin, who is a member of the Senate Judiciary Committee, which will consider this nomination, said, "I am very pleased that President Obama has nominated Judge Andre M. Davis to the vacant Maryland seat on the U.S. Court of Appeals for the Fourth Circuit. I was pleased to join with Senator Mikulski in recommending Judge Davis to President Obama to fill this critical position. I cannot think of a better choice for this seat. Judge Davis has an extremely long and distinguished career in the Maryland legal community, and has deep roots in Maryland. Born in Baltimore, he has an exceptional record of legal experience in our state, including working as an Assistant U.S. Attorney, a Circuit Court Judge, and ultimately a U.S. District Judge for the District of Maryland."

"He is a man of keen intellect, sound judicial experience and temperament, and great integrity. He has diverse and deep roots in the Maryland community. I was proud to suggest Judge Davis to the President."

"Judge Davis has a compelling personal story. He comes from a family of modest means. He earned scholarships and put himself through law school. His entire career has been about the pursuit of justice - as a lawyer, law school professor and judge. He has a strong connection to Maryland's legal and civic community," Senator Mikulski said.

"The Senate unanimously confirmed Judge Davis to the U.S District Court. When he was previously nominated for the Court of Appeals, he received the American Bar Association's highest rating," Senator Mikulski said. "He has extensive judicial experience and a history of civic engagement. I was proud to recommend Judge Davis to the President and will work enthusiastically for his confirmation. "

Judge Davis was born and raised in Baltimore. He received his juris doctorate with honors from the University of Maryland School of Law. Upon graduation, Judge Davis clerked for Judge Frank A. Kaufman on the U.S. District Court in Baltimore and Judge Murnaghan on the Court of Appeals for the Fourth Circuit. Judge Davis has had a distinguished legal career as prosecutor and an academic. In 1995, President Clinton nominated Davis to serve as a U.S. District Court Judge and the U.S. Senate unanimously confirmed Davis to the bench. In 2000, President Clinton nominated Judge Davis to replace Judge Murnaghan on Fourth Circuit, but the Republican-controlled Senate did not move the nomination. Under President Bush, he was not renominated.
