Johnson City Mayor Phil Roe declared victory tonight for the Republican congressional nomination in Tennessee's first congressional district.
Unofficial returns showed Roe with a lead over incumbent Rep. David Davis of 433 votes as of 11:45 p.m., with all counties reporting.
"Now is the time for unity," Roe told a cheering crowd of supporters gathered under a large tent outside his campaign headquarters. "Starting tomorrow, we reach out to all people - Republicans and Democrats - to come together to move our country forward."
This marked the first time a sitting Congressman lost his party's nomination in East Tennessee since 1950.
