Mr. KIRK. Madam Chairman, I thank my colleague from Illinois for yielding.

I rise in opposition to this amendment because he is exactly right. A detailed review of the Shedd Aquarium shows that it has now become the center for Great Lakes advocacy. We are in the middle of a battle to stop the increase in ammonia and wastewater dumping by British Petroleum, the first new polluter in Lake Michigan. The Shedd is the fort with which we advocate for this protection of the crown jewel of the Midwest ecosystem, and I think this is an essential way to go forward to make sure that we protect the drinking water for over 30 million Americans.
