As someone who started and ran a large construction business and served as Mayor of Chattanooga, I understand the role of government in promoting good jobs and supporting the growth of business. I know that U.S. competitiveness is more important; than ever before. Businesses with emerging technologies can locate anywhere in the world. If we want them to be American firms, we must make America the best place in the world to start and grow a business.

As Senator, I will work to ensure that government works with entrepreneurs and businesses, rather than against them. By reducing the burden of taxation, litigation, and regulation, American entrepreneurs will be better able to create exciting new businesses and good-paying jobs. I will use my experience to identify and remove unreasonable government regulation on small business because I know how it impedes job creation.

Skyrocketing health care costs have a powerful negative impact on the competitiveness of American businesses. We should encourage the use of Health Savings Accounts and work to make health insurance more affordable for small businesses. We need to make full use of information technology to reduce costly paperwork and medical errors. Patients need high-quality data about the costs, risks, and outcomes of medical intervention in order to make good health care decisions. Our goal is a high-quality, affordable, efficient system driven by patients' choices.

Frivolous lawsuits continue to drive businesses out of business and drive up the costs of everything we buy. We have begun to curb these abuses by limiting class action lawsuits, but much more needs to be done.

Additionally, right to work laws should be supported.

Access to capital is a critical pre-condition for business start-ups. One of the many reasons why we must get serious about reducing our federal debt is the effect of big deficits on the supply of capital for private projects.

America must be the world leader in new technology. Our young people need an exceptional education in the sciences in order to compete for the jobs of the future. In a global market for human resources, education is the key to real financial security for American families. As Mayor, I worked hard to recruit venture capital, encourage technology start-ups, bring fuel cell manufacturing opportunities to Chattanooga and to stimulate $2.1 billion in private investment. As Senator, I would take that same commitment to Washington to promote initiatives that improve U.S. competitiveness.
