"I am deeply troubled by the allegations that 12 UNRWA employees were involved in the horrific October 7 terrorist attack on Israel. This was the most devastating attack in Israel's history, and everyone involved in carrying it out must be brought to justice.

As we expect of our partners, UNRWA has shown accountability and expeditiously taken the appropriate steps based on the serious information provided by Israeli authorities including the immediate termination of the employment of those involved. I look forward to reviewing the results of their additional investigations, and I encourage UNRWA and Israeli authorities to continue working together to ensure these allegations are addressed and future challenges are managed. UNRWA currently has more than 13,000 staff in over 300 installations across the Gaza Strip. They are an indispensable partner, and I appreciate the transparency and accountability they have shown in this matter.

Nearly two million people across the Gaza Strip are displaced, sheltering in emergency shelters, and on the brink of starvation. As investigations continue, we must consider how to maintain critical services to address the growing hunger and desperation of the people of Gaza."
