We, the undersigned Senators, in accordance with the provisions of rule XXII of the Standing Rules of the Senate, do hereby move to bring to a close debate on the nomination of Executive Calendar No. 144, Elizabeth H. Richard, of Virginia, a Career Member of the Senior Foreign Service, Class of Career Minister, to be Coordinator for Counterterrorism, with the rank and status of Ambassador at Large. Charles E.
