Kelly Subcommittee to Review GAO Terrorist Financing Report

The Subcommittee on Oversight and Investigations, chaired by Rep. Sue W. Kelly (NY), will hold a hearing entitled Counter-Terrorism Financing Foreign Training and Assistance: Progress since 9/11 at 10 a.m. on April 6, in room 2128 Rayburn House Office Building.

The Subcommittee will review the key findings and recommendations of the Government Accountability Office (GAO) report, "Terrorist Financing: Better Strategic Planning Needed to Coordinate U. S. Efforts to Deliver Counter-Terrorism Financing Training and Technical Assistance Abroad." Of particular interest are new developments in the practices and operations of the Terrorist Financing Working Group (TFWG) since the report's release.

Subcommittee Chairwoman Kelly said, "We've made significant progress since 9/11 in our efforts to track and fracture the financial lifelines that support terrorists. But our challenges are growing more complex today as terrorists constantly adapt to our new methods. We must ensure that the federal agencies responsible for fighting terror finance are sharing information and working closely together."

Convened in October 2001 to develop and provide counter-terrorism finance training to countries deemed most vulnerable to terrorist financing, the TFWG is currently composed of 18 agencies and offices including the Departments of State, Treasury, Justice and Homeland Security. The National Security Council, the Central Intelligence Agency, the Federal Deposit Insurance Corporation, and the Federal Reserve Board also participate.

Since the release of the report last October, the GAO has continued discussions with the Departments of State, Treasury and Justice. GAO has advised the Subcommittee that progress is being made to resolve at least some of the key concerns highlighted by the report.
