Klobuchar and Clarke Ask Meta and X How they will Address AI-Generated Political Advertisements on their Platforms

Dear Mr. Zuckerberg and Ms. Yaccarino:

As we approach the 2024 elections, we write to express serious concerns about the emerging use of artificial intelligence (AI)-generated content in political advertisements on your platforms and request information about your efforts to address these threats to our free and fair elections.

With the advancement of AI technologies, it has become increasingly challenging to identify AI-generated content, including videos, images, audio, and text. We are already seeing examples of deceptive AI-generated content in political ads that has the potential to deceive voters and disrupt their trust and faith in our elections.

With the 2024 elections quickly approaching, a lack of transparency about this type of content in political ads could lead to a dangerous deluge of election-related misinformation and disinformation across your platforms -- where voters often turn to learn about candidates and issues.

While Google recently announced that it would require disclaimers on AI-generated content in political ads, more must be done to protect our elections against the risks posed by this deceptive content. It is for these reasons that we request answers to the following questions by October 27, 2023:

 Do you have a policy in place that requires political advertisers to disclose the use of AI-generated
content in their ads? If not, does your company intend to create policies related to disclosure of AI-
generated content in political ads, and is there a date by which your company plans to establish these policies?

● What actions does your company take to educate users about the presence of AI-generated content in political ads? If your company does not take any such actions, why?

● What measures has your company implemented to verify the authenticity of images, video, and audio in political ads and to prevent the spread of deceptive AI-generated content in political ads leading up to and during the 2024 elections?

● What mechanisms does your company use to detect and prevent the coordinated use of AI-generated content to manipulate public opinion or suppress voter turnout?

● Have you worked with external organizations, fact-checkers, or government agencies to identify and mitigate the impact of AI-generated disinformation in political advertisements? What actions has your company taken to mitigate the impact of deceptive AI-generated content pertaining to our elections? If your company has not taken any such actions, why?

● What tools and processes does your company make available for candidates, campaigns, fact-checkers, researchers and others to raise concerns or complaints regarding misleading AI-generated political ads on your platform?
