San Diego Bipartisan Congressional Delegation Celebrates Binational Framework to Address Transboundary Flows From Mexico

Today, Representatives Sara Jacobs (CA-53), Juan Vargas (CA-51), Mike Levin (CA-49), Scott Peters (CA-52), and Darrell Issa (CA-50) celebrated the ceremonial signing by the US Environmental Protection Agency (EPA), the International Boundary and Water Commission, and their respective Mexican counterparts, of a binational framework to stem the flow of transborder pollution in the San Diego-Tijuana region, and the commemoration of its entry into force.

"The pollution, sewage, and trash flowing through the Tijuana River Valley have plagued both sides of the border for decades, damaging our beaches, marine ecosystems, economies, and the health and safety of our communities," said Congresswoman Sara Jacobs. "Our San Diego Congressional delegation has worked tirelessly to secure the needed funding to address this crisis, and to work with our partners at every level of government and across the border to get it done. This crisis requires coordination and collaboration between the United States and Mexico, and I'm pleased that this new binational framework will help us deliver a permanent solution that brings relief to our communities."

"Today's signing ceremony is indicative of United States' and Mexico's commitment to mitigating the ongoing transboundary flows that have plagued our binational region for decades," said Rep. Juan Vargas. "This framework recognizes that this binational issue demands a binational solution, bringing us one step closer to protecting our communities and environment for generations to come. My colleagues and I are committed to ensuring that EPA and IBWC have the necessary authorities to move this framework forward."

"Pollution from the Tijuana River Valley has tormented communities throughout the region for years, and it's long past time that we resolve this issue," said Rep. Levin. "Today's signing of a binational Statement of Intent between our two nations is an encouraging step to advance projects that will stem the flow of this pollution and protect our environment, public health, and our economy. I will continue to do everything possible to ensure that all of the federal, state, and local leaders involved will act with the urgency this situation demands to deliver real results for the communities we serve."
