Scott Votes for FY23 National Defense Authorization Act

Congressman Bobby Scott (VA-03) issued the following statement after the House of Representatives passed the National Defense Authorization Act (NDAA) for Fiscal Year 2023.

"I was proud to vote for this year's NDAA, which invests in our military, guarantees our national security, and supports our allies. This legislation includes a much-deserved 4.6 percent pay raise for servicemembers and civilian employees as well as inflation bonuses for those earning less than $45,000 a year. The legislation also codifies a $15 minimum wage for workers on federal service and construction contracts. This bill also includes significant investments in shipbuilding, including the construction and procurement of two Virginia-class submarines and funding for the Columbia-class submarine program, both of which we proudly build in Hampton Roads. The bill also includes historic levels of federal investments for research activities at our Historically Black Colleges and Universities.

"Finally, this NDAA also includes critical amendments I sponsored that seek to better understand the mental health challenges and mechanisms of support available to servicemembers; mandate strong reporting requirements which will be critical in enacting better policy for servicemembers in the future; make Hampton Roads and other defense communities more resilient to climate change; and ensure that the City of Norfolk has additional land they need to address flooding. This legislation takes care of our servicemembers and their families, invests in Hampton Roads, and advances America's global leadership."
