Boozman, Johnson, Colleagues Move to Protect American Sovereignty Against World Health Organization

Date: June 7, 2022
Location: Washington, DC

U.S. Senator John Boozman (R-AR) joined Sen. Ron Johnson (R-WI) on legislation to require any convention or agreement resulting from the work of the World Health Organization's (WHO) intergovernmental negotiating body be deemed a treaty with the advice and consent of a supermajority of the Senate necessary for ratification. The senators' No WHO Pandemic Preparedness Treaty Without Senate Approval Act comes as the WHO pushes for broad new powers under a new "international treaty for pandemic preparedness and response."

After the Biden administration's failed COVID-19 response and the WHO's mismanagement of the pandemic, Americans remain skeptical of further infringements on personal liberties and freedoms. The legislation would provide more transparency in WHO agreements and serve as a constitutional check on the administration.

"Americans are right to be concerned about the WHO's activities given how poorly it handled the COVID-19 pandemic. My colleagues and I are pushing to ensure it does not have the authority to impose mandates on our country without the express approval of the Senate. We will continue staunchly protecting U.S. sovereignty as the Constitution provides," Boozman said.

"The WHO, along with our federal health agencies, failed miserably in its response to COVID-19. It's failure should not be rewarded with a new international treaty that would increase its power at the expense of American sovereignty. What WHO does need is greater accountability and transparency. This bill makes clear to the Biden administration that any new WHO pandemic agreement must be deemed a treaty and submitted to the Senate for ratification. The sovereignty of the United States is not negotiable," said Johnson.

Senators John Barrasso (R-WY), Mike Braun (R-IN), Tom Cotton (R-AR), Ted Cruz (R-TX), Chuck Grassley (R-IA), Bill Hagerty (R-TN), John Hoeven (R-ND), Cindy Hyde-Smith (R-MS), Mike Lee (R-UT), Roger Marshall (R-KS), Marco Rubio (R-FL), Rick Scott (R-FL), Tommy Tuberville (R-AL), Steve Daines (R-MT) and Thom Tillis (R-NC) joined Boozman and Johnson in support of the bill.
