Ruppersberger Supports Nearly $40 Billion in New Funding For Ukraine

Congressman C.A. Dutch Ruppersberger tonight voted in favor of bipartisan legislation providing nearly $40 billion in emergency funding to support the Ukrainian people and defend global democracy in the wake of Russia's unprovoked attack on Ukraine. H.R. 7691, which passed the House of Representatives in a 368 to 57 vote and now heads to the U.S. Senate for consideration, includes military aid, support for the Ukrainian economy and humanitarian assistance.

"With this funding, we are sending a message to Putin and the world that we are committed to standing with the Ukrainian people," Congressman Ruppersberger said. "This barbaric invasion has already cost thousands of innocent lives and left cities in ruins. We must hold Putin and his cronies to account for their assault on global democracy."

The legislation comes after Congress recently voted to expedite the delivery of urgently-needed security aid. Reviving a game-changing World War II program, the Ukraine Democracy Defense Lend-Lease Act will streamline the shipment of weapons systems, ammunition and other equipment to Ukraine.

Congressman Ruppersberger also helped secure $13.6 billion in humanitarian, military and economic assistance for the people of Ukraine in appropriations bills this year. These funds added to the more than $1.4 billion in assistance that the United States has provided to Ukraine since 2021.

Congress has also taken several key steps to punish and isolate Russia, including the suspension of permanent normal trade relations, the reauthorization of the Global Magnitsky Human Rights Accountability Act and a ban on the import of Russian oil and energy products. Additionally, the House has advanced the Asset Seizure for Ukraine Reconstruction Act and the Ukraine War Crimes Act.
