Letter to Hon. Xavier Becerra - Gooden Leads GOP Effort to Stop WHO Global Takeover

Dear Secretary Becerra,
We are deeply concerned with the upcoming World Health Assembly and the World Health
Organization's (WHO) thinly veiled power grab using a global pandemic agreement. Later this
month, the WHO will vote on amendments to the International Health Regulations (IHR) and a
new pandemic treaty that vastly expands the authority and resources of the WHO. It should be
noted, the WHO failed to warn the rest of the world during the outbreak of the COVID-19
pandemic and subsequently has failed to adequately investigate the pandemic's origin.

The proposed changes to the IHR pursued by the WHO and the Biden administration will not
prevent another pandemic but instead cedes more authority to the WHO. Currently, the proposed
changes would grant WHO the power to declare and impose extensive lockdowns, collude with
Big Tech to censor and control information, and regulate international travel.

Overall, the most alarming changes to the WHO's authority are the proposals to expand the
"WHO's global system for surveillance". The WHO is seeking to propose international contact
tracing and a digital vaccine card that could be used as a travel document or medical passport
and required for entry to certain countries. There are significant data security and privacy
concerns associated with requiring any state party to the WHO to submit the movements and
personal data of its citizens to the WHO. Finally, one of proposed amendments seeks to "deploy
proactive countermeasures against misinformation and social media attacks and further invest in
risk communication as an essential component of epidemic management," effectively
encouraging social media companies to suppress or censor opinions that question the WHO's
narrative. This raises significant concerns given the WHO's track record of flip-flopping on
public health guidance and its history of leniency towards the oppressive communist Chinese
government. The WHO remains constantly in a conflict of interest that fails to protect the people
WHO claims to represent. While WHO receives public funding, it also receives substantial funds
from private sources whose contributions allow them to influence and profit from WHO's health
decisions. This existing abuse of power will only intensify with the pending World Health
Assembly vote.

At this time, we oppose granting any additional authority or resources to the WHO that would
compromise the sovereignty of the United States. Additionally, we are opposed to granting the
WHO any additional authority until there is a full and complete investigation into the origin of
the COVID-19 pandemic and the WHO's role in covering up the Chinese government's likely
role in its origin.

Given the timely nature of this request, we respectfully request your reply prior to the upcoming
World Health Assembly. We look forward to your prompt reply.
