HIGGINS ANNOUNCES HOUSE APPROVAL OF SANCTIONS ON RUSSIA & AID FOR UKRAINE

Congressman Brian Higgins (NY-26) announced the House of Representatives has approved legislation supporting the people and sovereignty of Ukraine.

Higgins said, "Putin is continuing a vile attack on innocent civilians and a peaceful, independent nation. This assault has repercussions around the world. This emergency legislation supports the people of Ukraine who have demonstrated inspiring strength and continues punitive measures to hold Russia accountable for these atrocities."

The House approved $13.6 billion in emergency funding for Ukraine. Within the package is more than $4 billion for humanitarian assistance, including food, healthcare and other urgent aid for the Ukrainian people, many of whom have had to leave their homes and belongings. Over $6 billion will support the efforts of Ukraine and American allies to defend the country against Putin's attack. More than $2 billion in economic assistance will also be provided for energy and cybersecurity support as well as efforts to combat disinformation and hold Russia accountable for human rights violations.

Legislation including further sanctions on Russia also passed in the House. Higgins, a member of the Ways and Means Subcommittee on Trade, is a cosponsor of the bill. The Suspending Energy Imports from Russia Act (HR 6968) will ban the import of Russian oil and energy products into the U.S.; look at ways to diminish Russia's access to the World Trade Organization; and strengthen the Global Magnitsky Human Rights Accountability Act so the U.S. can penalize Russia for its brutal attack on Ukrainian civilians.

Earlier this week Higgins spoke on the House floor about Russia's ongoing attack on Ukraine and the need for the U.S. to work urgently toward energy independence, "We must fortify President Zelensky and the Ukrainian people from an unprovoked attack on an independent country. We must also protect ourselves. Our country needs long-term energy independence. It's time to get serious about this. American jobs and national security are on the line."
