"The United States must continue to take decisive actions to support Ukraine and hold the Russian government accountable for its unprovoked war. Russia's unconscionable actions, and Belarus' complicity, requires strong and immediate action by Congress. Suspending normal trading relations with Russia and Belarus will further damage their economies and hold them accountable for their aggressions. I will continue to work to support the Ukrainian people as they bravely defend themselves against Putin's war."

The bill suspends normal trade relations with Russia and Belarus--stopping them from selling goods in the United States at the same preferential duty rates that Ukraine enjoys--and allows the President to raise tariffs on products from Russia and Belarus.
