America COMPETES Act Passes House with Two Takano Amendments

Statement

Today, Representative Mark Takano (D-Calif.) voted to pass H.R. 4521, the America Creating Opportunities for Manufacturing Pre-Eminence in Technology and Economic Strength (America COMPETES) Act of 2022, which included one amendment that he introduced, and one amendment that he co-sponsored. The bill passed the House 222-210.

The America COMPETES Act of 2022 will fix our supply chains, push to produce more products in America, strengthen our scientific and technological leadership, and position us to remain competitive on the global stage.

"It's time for us to focus our attention on strengthening our economy, and the workers and businesses that are key to making it thrive. That's why I'm glad to have voted for the America COMPETES Act of 2022 and taken a concrete step toward fixing our supply chain, ensuring more goods are made right here at home, creating STEM opportunities for all, and solidifying our global competitiveness," said Rep. Mark Takano. "I'm also proud that my amendment supporting energy storage systems was included in this bill. This is a major comprehensive package that will make transformational investments in our country and the American people. America is ready to compete and win."

The America COMPETES Act will empower America's workers, businesses, and economy by:

Making critically needed semiconductors in America and appropriating $52 billion for the CHIPS for America Act;
Fixing the supply chain and strengthening American manufacturing by authorizing $45 billion to build more critical components in America, and protect our national security with American-made capacity to prevent shortages and disruptions;
Turbocharging American scientific research, technology, and innovation excellence by focusing on solutions and maximizing the American talent pool by strengthening and diversifying our nation's STEM workforce; and
Securing America's global competitiveness and leadership through economic development, diplomacy, human rights, and alliances by ensuring American leadership wins on the key issues our time such as the climate crisis and the coronavirus pandemic.
Rep. Takano included an amendment in the America COMPETES Act to:

Add energy storage systems to the list of strategies states should consider when developing energy plans and exercising its utility ratemaking authority.
Rep. Takano co-sponsored an amendment in the America COMPETES Act introduced by Rep. Judy Chu to:

Express the sense of Congress on the importance of opposing the targeting of Chinese researchers and academics based on race.
