Dr. Joyce Introduces Safe Act to Protect Our Biomedical Research From Foreign Threats

Statement

Today, Congressman John Joyce M.D. (PA-13) introduced legislation to safeguard biomedical research conducted or funded by the National Institute of Health (NIH).

This legislation, entitled the "Securing and Fortifying Everyday Biomedical Research Act" (SAFE Biomedical Research Act) would go further than ever before to ensure that medical facilities receiving grants from the United States are able to conduct their research safely, shielding sensitive information and putting American security needs first.

"I am proud to sponsor SAFE Biomedical Research Act that would support our research priorities while also ensure they do not fall into the hands of hostile actors," said Dr. Joyce. "The research conducted and sponsored by the NIH makes great strides in medical innovation and we must ensure that it is never used to harm or attack our citizens."

Background:

The bill would require the Director of the National Institutes of Health to consult with the Director of National Intelligence, the Director of the Federal Bureau of Investigations (FBI), and other heads of appropriate security agencies on a regular basis on matters of national security that may affect the biomedical research being conducted at the NIH. It would also ensure that biomedical research conducted by grant recipients is fully vetted to ensure America's safety.
