Congresswoman Gwen Moore Reintroduces Legislation to Expand Education and Training for Doulas and Midwives

Today, Congresswoman Moore reintroduced the Opportunities to Support Mothers and Deliver Children (OSMDC) Act, which would provide low-income individuals with education and training in the doula and midwifery professions through the Health Professionals Opportunity Grant (HPOG). HPOG expands economic opportunity for TANF recipients by providing education and job training in health care occupations. In response, she released the following statement:

"I have made it my mission to reform TANF so that low-income women and children don't struggle in a system that deprives them of educational and economic growth.

My bill, the Opportunities to Support Mothers and Deliver Children Act, would create new opportunities for people to receive job training and education who have been shut out and increase the number of doulas and midwifes to ensure more women can access supportive care during the birthing process. My legislation builds upon my efforts to diversify the pipeline of perinatal workers in the Perinatal Workforce Act, which was part of the Momnibus, introduced by the Black Maternal Health Caucus.

The pandemic has only magnified the importance of addressing our poverty and maternal health crises, and my legislation is part of the solution, which is why it must swiftly advance in the House."
