It hurts when we see America fall behind. We are falling behind on infrastructure. It is hurting our economy and if we don't act it will only get worse and cost more. The United States' infrastructure has received a D+ rating from engineers! That is completely unacceptable. It is time to change that. It is time to fix our crumbling roads and bridges. It is time to invest in our infrastructure.

I have a plan, the America Wins Act, that will put America back to work by investing $1 trillion in our nation's infrastructure. This plan is fully paid for by taxing pollution.

We need a robust infrastructure to keep America competitive with the rest of the world. From visiting countries like South Korea and seeing their infrastructure success, it was made clear to me that we need make this investment.

The America Wins Act would fund transformative projects like my I-84/I-91 tunnel that gives the city of Hartford a vertical solution. It will ease the congestion of traffic, recapture our riverfront, reconnect the North End with the rest of the city, and allow us to fix our crumbling levees to prevent a tragedy like the one that occurred in the 9th Ward of New Orleans.

America's infrastructure needs a win, and this is the solution that will make that happen.
