Issue Position

Billy is 100 percent pro-life. He believes in the sanctity of human life, beginning at conception, and fights to protect the rights of the unborn.

When the Supreme Court decided Roe v. Wade in 1973, it threw open the doors for abortion without giving the people an opportunity to make their views known on the issue through elected representatives. The judicial protection for abortion has unfortunately continued in opposition to the expressed will of the majority of the people.

Billy focuses on legislation that protects life from conception, prevents taxpayer dollars from funding abortions and ensures no funds provided under Title X are awarded to entities that perform services for, or provide funds to, other entities that perform abortions.

Billy is a proud member of the pro-life caucus, a bipartisan group of representatives against the practice of abortion, who believe in fostering legislation that promotes life. During his time in Washington, he has, and will continue to, actively fight legislation that allows taxpayer dollars to fund abortions and advocate for the rights of the unborn.

Billy has worked towards these goals in his support of the Born-Alive Abortion Survivors Protection Act, No Abortion Bonds Act, and the Adoption Promotion Act.
