Throughout his time in Congress, Representative Harley Rouda (CA-48) has held China accountable, defended democracy, and protected our national security. Rep. Rouda has introduced and passed several key provisions to check the Chinese Communist Party.

"China continues to stifle democracy, threaten our national security, and undercut American workers and industry," said Rouda. "I am proud of my work to check the Chinese Communist Party and put American ideals, like freedom and competition, first. I will continue to stand with those demanding liberty in China, Hong Kong, and around the world."

Passed the Transit Infrastructure Vehicle Security Act (TIVSA) into law --signed by President Trump, TIVSA pushes back on Chinese state-owned enterprises and the Chinese Communist Party's attempt to undercut American manufacturing by underbidding and winning contracts for transit infrastructure projects in the United States.
Introduced the bipartisan Hong Kong Policy Reevaluation Act -- in response to Chinese encroachments on Hong Kong's autonomy during pro-democracy protests in 2019. This legislation is co-led by Rep. Brian Mast (R-FL), and the Senate bill is led by Sens. Ted Cruz (R-TX) and Ed Markey (D-MA). It would require a report on how and the extent to which Beijing exploits Hong Kong's status to circumvent the laws of the United States.
Co-led the bipartisan Hong Kong Safe Harbor Act -- Rep. Rouda worked as part of a broad, bipartisan coalition to introduce this bill in response to Beijing's enactment of the recent Hong Kong National Security Law, which amounts to a rejection of Hong Kong's autonomy and a takeover of Hong Kong's formerly independent judiciary by Beijing. This bill would allow Hong Kong residents who are persecuted to apply directly to the U.S. Refugee Admissions Program and would not count them against the annual refugee cap.
Supported sanctions against China and any actors who have engaged in hacking to steal COVID-19 related research and data -- Voted against the majority of House Democrats to support sanctions on individuals who seek to steal COVID-19 related research towards vaccines/cures, such as the recently revealed attempts to hack companies working on COVID-19 related treatment, testing and vaccines.
Supported passage of the FY21 National Defense Authorization Act -- which expresses significant concerns about "the expansion and aggression of China in and around disputed territories" such as the Line of Actual Control, the East Sea, the Senkaku Islands, as well as "China's aggressive posture toward Hong Kong and Taiwan."
Supported passage of the Uyghur Human Rights Policy Act of 2020 -- Signed into law on June 17, 2020, this measure requires robust reporting on China's human rights abuses and security issues related to the Chinese Government's Uyghur concentration camps.
Supported passage of the Hong Kong Autonomy Act -- signed into law on July 14, 2020, this measure imposes sanctions on individuals and entities that materially contribute to China's failure to preserve Hong Kong's autonomy.
Highlighted the hundreds of billions of dollars lost to Chinese intellectual property theft each year during a recent hearing in the Committee on Oversight and Reform -- Rep. Rouda asked witnesses whether the creation of a National Cyber Director position would help to address the estimated $600 billion lost to Chinese intellectual property theft each year.
