Doyle Cosponsors Comprehensive Infrastructure Legislation

U.S. Representative Mike Doyle (PA-18) announced his support for H.R. 2, the Moving Forward Act, legislation to invest $1.5 trillion to rebuild America's infrastructure, create jobs, and continue on the path toward a cleaner environment.

"Our nation's infrastructure is crumbling, and the Moving Forward Act would provide a much-needed investment in creating a safer, more reliable future for our country.

"Pittsburgh is the perfect example of why we need major investments like the Moving Forward Act. We have some of the oldest infrastructure in the country. In 2018, the American Society of Civil Engineers gave our infrastructure a C- for the condition of our roads, bridges, sewer systems, and water systems.

"The Moving Forward Act would fix and modernize our outdated, structurally-deficient roads and bridges, but it would do a lot more than just fix the roads we drive on. It would also make important investments in a cleaner future for our country. It would invest more in public transit and increase our capacity for alternative fueling options for electric and zero-emissions vehicles -- and it would protect our drinking water from dangerous contaminants, modernize our electric grid, and expand the use of renewable energy.

"In addition, this legislation would invest in our schools, affordable housing, and broadband deployment. It would ensure that communities have the resources they need to thrive and to stay connected. The Moving Forward Act would help to close the digital divide that has left unserved and underserved communities behind.

"In making these much-needed investments, we'd also be creating millions of new jobs and putting Americans back to work. That's important right now in the wake of the economic devastation caused by COVID-19.

"It's essential that we build a better future for the American people. The Moving Forward Act would make a major investment in our nation's future, and that's why I support it."

H.R. 2, the Moving Forward Act would modernize America's infrastructure by investing $300 billion in fixing our roads and bridges and making them smarter and safer, $100 billion in public transit to increase the use of zero-emission buses and provide reliable service, $29 billion for Amtrak to update and improve its system, and more than $1 billion in alternative fuel vehicle charging infrastructure.

This legislation would protect access to safe drinking water by investing over $25 billion in the Drinking Water State Revolving Fund and other programs, and it would invest $40 billion in new wastewater infrastructure.

H.R. 2 would also invest $100 billion in outdated schools in low-income communities that pose risks to the health and safety of students and faculty. It would invest $100 billion in creating or preserving affordable housing and expand the Low-Income Housing Tax Credit to reduce housing inequality. Finally, it would invest $100 billion to deliver high-speed broadband Internet to unserved and underserved rural, suburban, and urban areas.

Last week, the House Transportation and Infrastructure Committee passed several provisions of this legislation in the Invest in America Act -- a 5-year, $494 billion investment in transformative projects that would grow our economy while upholding our commitment to the environment. These provisions would provide $319 billion to fix our crumbling roads and bridges and $105 billion to support public transit agencies in expanding to new routes and providing reliable service. It would also invest $60 billion in rail travel and $10 billion in highway safety programs and truck and bus safety programs.
