Issue Position: FY2010 Appropriations Requests

Issue Position

Congressman Jim Jordan (R-Urbana) has submitted the following three project requests to the House Appropriations Committee for possible funding in Fiscal Year 2010 as of April, 2009.

The committee is charged with writing the twelve annual spending bills that fund government operations.

RED HORSE Squadron Facility Construction at Mansfield Lahm Airport

Request: $11.4 million in the Military Construction, Veterans Affairs, and Related Agencies appropriations bill

In 2008, a 200-person detachment of the 200th RED HORSE (Rapid Engineer Deployable Heavy Operational Repair Squadron Engineers) Squadron was activated at Mansfield Lahm Airport (1947 Harrington Memorial Road, Mansfield, Ohio). The detachment currently operates out of facilities that are too small and not configured for its mission; as a result, important training missions are often postponed, resulting in a reduced level of readiness.

Funding for RED HORSE beddown facilities at the airport has already been programmed by the Pentagon for funding in Fiscal Year 2010. These facilities will provide the detachment with the space and facilities it needs for proper readiness training.

Friction Stir Welding Program at Lima's Joint Systems Manufacturing Center

Request: $3 million in the Department of Defense appropriations bill

With federal funding in Fiscal Years 2005, 2006, and 2009, the government-owned Joint Systems Manufacturing Center (1161 Buckeye Road, Lima, Ohio) developed friction welding cells to refine methods of fusing metals used in large combat vehicle manufacturing. These methods are proving to be stronger than results achieved through traditional arc welding.

Additional funding in Fiscal Year 2010 will help perfect friction stir welding technology for current and Future Combat Systems vehicle production, reducing procurement costs to the government and resulting in stronger superstructures for these combat vehicles on which our servicemembers rely.

Section 205 Flood Control Study in Findlay

Request: $248,000 in the Energy and Water Development appropriations bill

The City of Findlay, Ohio, saw three of its worst floods in history in just a 13-month period in 2007-08. These floods devastated the city, causing significant damage to the downtown business district and displacing hundreds of residents.

The Buffalo District of the Army Corps of Engineers (1776 Niagara Street, Buffalo, New York) has worked diligently since the January 2007 flood to develop flood damage reduction plans; the feasibility study is on schedule for completion in 2010.
