Congresswoman Rosa DeLauro (CT-03) released the following statement after a new report was released by the non-partisan Government Accountability Office (GAO), which found that the Trump administration illegally violated the Impoundment Control Act of 1974 by withholding foreign aid to Ukraine.
"Today's GAO report confirms the House of Representatives rightfully impeached President Donald Trump. This is basic civics: the Constitution gives Congress the sole authority to appropriate funds, and, once enacted, the President and the Executive Branch must faithfully execute those laws. By forcing the Office of Management and Budget to withhold Congressionally-approved foreign assistance to Ukraine, President Trump broke the law. Worse still, he abused the power of his office by breaking the law for his own political gain, and then obstructed Congress's lawful investigation into his actions. As the Senate proceeds with its impeachment trial, I urge all Senators to put their duty to the Constitution and their oath of office ahead of party allegiances."
DeLauro serves as Chair of the Appropriations Subcommittee on Labor, Health and Human Services, and Education. She is also a member of the House Budget Committee.
