Rep. Welch Announces Staff Leadership Changes

Rep. Peter Welch announced today that his long-time chief of staff, Bob Rogan, will retire at the end of February.
Welch appointed Rogan to lead his staff soon after he was first elected to Congress in 2006. Prior to working for Welch, Rogan worked for Governor Howard Dean, first as deputy chief of staff then as deputy campaign manager of Dean's presidential bid. He also worked as an executive for both Central Vermont Public Service and Green Mountain Power. Prior to moving to Vermont in 1994 to work for Dean, Rogan worked for U.S. Senator and Governor Lawton Chiles (D-Fla.), and U.S. Senator Bob Graham (D-Fla.).
Replacing Rogan as chief of staff will be Patrick Satalin, Welch's deputy chief of staff. Satalin first joined Welch's staff in 2011 and has served in various roles since, including legislative director, before being promoted in 2015 to deputy chief of staff. Prior to working on Capitol Hill, he worked for the commissioner of the Federal Housing Administration and for a national accounting firm. He holds a master's degree in public administration from Syracuse University's Maxwell School and a bachelor of arts degree in media and communications studies from The Catholic University of America in Washington, DC.
Replacing Satalin as deputy chief of staff is Patrick Etka of Bristol, Welch's director of scheduling and operations. Etka joined Welch's staff in 2015 after working for U.S. Senator Tammy Baldwin (D-Wis.). He holds a bachelor of arts degree in economics and political science from the University of Wisconsin-Madison.
Rounding out Welch's staff leadership team is state director Rebecca Ellis of Waterbury and deputy state director Shannon Furnari of White River Junction.
Ellis is a former state legislator, deputy DEC commissioner, and assistant attorney general. She was appointed to her current position in 2019.
Furnari first joined Welch's staff in 2010 and has served in various roles since, including as a community liaison, and casework manager. She was appointed to her current position in 2018.
