Today, Congressman Gilbert R. Cisneros, Jr. (CA-39) released the following statement after the House passed H.R. 3877, the Bipartisan Budget Act of 2019.

"I am pleased that the House, Senate, and White House came together on a bipartisan basis to provide a path forward to fund government operations, avoid the threat of a government shutdown, and protect our economy from a disastrous default on our debt obligations," said Rep. Gil Cisneros. "This bill averts drastic and unsustainable cuts to our military and invests in our infrastructure, public health, education, and veterans. The House has done its part, now the Senate and President must follow through. This deal puts our country on the right path, honors our values, and reflects the values of the 39th District."

The House voted to approve the budget caps and debt ceiling agreement legislation on the Floor, and it will now be sent to the President's desk. Rep. Cisneros is a member of the House Veterans Affairs Committee and House Committee on Armed Services.

Background

This agreement represents a vast improvement over the harmful cuts contained in the President's 2020 budget, restores certainty to our budgeting, while maintaining our values:
-Permanently ends the threat of the sequester: Prevents devastating funding cuts of 14 percent to defense spending and 13 percent to non-defense spending.
-Secures robust funding for critical domestic priorities: Agreement pushes yearly domestic spending $100 billion higher since the President took office.
-It provides an additional $2.5 billion for a fair, accurate and timely Census, while continuing the historic investments secured in the previous funding agreement such as robust funding for our veterans, historic funding levels for the Child Care Development Block Grant, new resources to combat the opioid epidemic and a strong increase in the National Institutes of Health budget to accelerate life-saving cancer and health research.
-Protects the full faith and credit of the United States: Suspends the debt limit until July 31, 2021.
