NDAA Includes Critical Gallagher, Romney Language on Huawei

Yesterday, two amendments proposed by Rep. Mike Gallagher (R-WI) were adopted into the House version of the NDAA. The amendments would place steep restrictions to ensure Huawei stays on the U.S. Commerce Department's entity list, and would require a report to ensure ZTE is in full compliance with its settlement agreement with the U.S. government. Senator Mitt Romney (R-UT) introduced a similar Huawei amendment in the Senate version.

"While there are many shortcomings in this year's NDAA, this is a step in the right direction," said Gallagher. "Recent reports have demonstrated the scale of the threat posed by Chinese Communist Party-directed companies like Huawei and ZTE, and these amendments take important steps to protect our national security. I look forward to working with my colleagues in the House and Senate to ensure these amendments are included in the final bill."

"We must make a concerted effort to confront the threat China poses to U.S. national security, intellectual property, and technology," Romney said. "I'm pleased that the House adopted our amendment to prohibit U.S.-based companies from doing business with Huawei until they no longer pose a national security threat. I look forward to continued work with my colleagues to ensure its inclusion in the final NDAA bill."

Last week, reports uncovered the systemic connection between Huawei staff and the Chinese Communist Party. This report came after the Wall Street Journal highlighted the large-scale vulnerabilities in Huawei telecom gear.
