The following may be attributed to Representative Steve Stivers, regarding the passage of H.R. 3401, Emergency Supplemental Appropriations for Humanitarian Assistance and Security at the Southern Border Act, 2019:

"Overcrowded detention centers, children separated from their parents -- these are symptoms of a larger problem caused by a broken immigration system that has allowed a backlog of 730,000 cases to pile up for years. With today's vote, we've taken a huge step to solve that problem by including funds to hire additional immigration judges, something I have advocated for and that has bipartisan support. I'm glad that my colleagues in both the House and Senate addressed the long-term health of our system, while also providing funds needed to care for children in the custody of the U.S."
