Today, Rep. Phil Roe, M.D. (R-Tenn.) released the following statement after the U.S. Department of Health and Human Services (HHS) released the final rule on changes to Title X family planning program:

"As a pro-life physician in Congress, I am a strong advocate for the right to life and believe that life begins at conception. Last year, I joined 152 of my colleagues in writing to Secretary Azar urging him to create a clear distinction between family planning centers and abortion centers, so that no Title X funds would be used for abortions. I fully support women's access to health care, but abortion is not health care. I'm very pleased to share the great news that HHS announced the final rule change to Title X prohibiting the use of those funds on abortions. Title X funds help around 4 million patients a year receive care, and this aid will now only be used to support the essential care and family planning services women need. I applaud President Trump and Secretary Azar for finalizing this change, and look forward to seeing it fully implemented."

Note: During the Reagan administration, family planning facilities were prohibited from using Title X to refer patients for, or to conduct abortions, except in life endangering circumstances. These regulations were, in turn, reversed by the Clinton administration. Read more information on the Title X Rule changes here, and view the Congressional letter sent to HHS here.
