House Passes the Concealed Carry Reciprocity Act

Statement

House Republican Conference Chair Cathy McMorris Rodgers (R-WA) released the following statement after the House passed the Concealed Carry Reciprocity Act of 2017 (H.R. 38). This legislation, sponsored by Rep. Richard Hudson (R-NC), would allow law-abiding citizens with a state-issued concealed carry license or permit to carry a handgun in any other state that also has concealed carry laws as long as the individual follows the laws of that state. In addition, the Concealed Carry Reciprocity Act of 2017 includes provisions sponsored by Rep. John Culberson (R-TX) to strengthen the National Instant Criminal Background Check System (NICS) and require the Bureau of Justice Statistics to send a report to Congress on the use of bump stocks during criminal activity.

"The Concealed Carry Reciprocity Act protects the Second Amendment rights of citizens when they cross state lines. By setting a uniform standard for people with a license or permit to carry a handgun to do the same in other states with similar laws, we are providing certainty to law-abiding gun owners across America. This bill also ensures that federal and state authorities report complete records to the National Instant Criminal Background Check System, and asks the administration to provide Congress with more data on bump stocks. These common sense provisions, championed by Rep. Hudson and Rep. Culberson, uphold the Constitution and strengthen current law."
