The U.S. House of Representatives today passed a bill co-sponsored by Rep. Luke Messer (IN-06) that would ban abortions after 20 weeks of pregnancy.

Messer spoke on the floor of the U.S. House of Representatives in support of the Pain-Capable Unborn Child Protection Act.

"I am unapologetically pro-life because all human life has dignity and should be protected, especially the lives of defenseless unborn children," Messer said. "Today, the House is taking a critical step forward in protecting life by prohibiting abortions after 20 weeks of pregnancy or put another way, when an unborn child can feel pain."

The Pain-Capable Unborn Child Protection Act, H.R. 36, would prohibit late-term abortions, except in cases of rape, incest and when the life of the mother is in danger.

A Quinnipiac poll shows that 68 percent of women support an abortion ban at 20 weeks or earlier and a Marist poll conducted in January of this year found that nearly 60 percent of Americans support banning abortions after 20 weeks of pregnancy.

The Congressional Budget Office estimates that H.R. 36, if enacted, would save 2,750 lives each year.

"I pray that one day our nation will protect all unborn children. This important bill is a big step toward that goal," Messer said on the House Floor.
