Dear Mr. Ambassador:
I'm writing to you to reiterate my deep concerns regarding the safety of the Camp Hurriya residents. I have previously written to you to express my concern for the well being of the former Ashraf residents, and to condemn the vicious attacks against its residents. I would once again respectfully request your assistance to facilitate the return of Ashraf residents at Camp Hurriya to Camp Ashraf for their own protection in preparation for their eventual resettlement.
The latest attack, the third such attack since February, left two more Hurriya residents dead and over three dozens wounded. It should be obvious by now that the residents of Camp Hurriya are not safe, but I am disappointed to see that little has been done to ensure their protection and safety. With the Iraqi government and the United Nations incapable or unwilling to properly secure these residents, they should be allowed to relocate back to Camp Ashraf where they have more protection, a better infrastructure and safer facilities.
As I noted in my previous letter, these residents were guaranteed their safety by both the UN and the Iraqi government in the Memo of Understanding (MoU) of December 25, 2011. The Iraqi government committed itself to providing the safety and security of the Ashraf residents at Camp Hurriya but, to date it has not lived up to its obligations. I urge you to call on the Government of Iraq to assist the Hurriya residents and push for their return to Camp Ashraf. I would also request that you call upon the Iraqi government and the UN to honor their obligations under the MoU and ensure the safety and security of the Hurriya residents.
