Price Introduces Bill to Stop Obama Administration's Usurpation of Legislative Authority

Congressman Tom Price, M.D. (GA-06) issued the following statement today after introducing H.R. 4956, the End Executive Overreach Act -- legislation to stop the Obama Administration's usurpation of legislative authority and abuse of power.

"President Obama's continued abuse of the use of executive orders and the innumerable rules issued by his Administration's unaccountable government agencies have shown time and time again his willingness to brazenly defy the limits of presidential authority. His executive orders on issues ranging from gun control to immigration and energy have been an unjustifiable attack on Congress's authority under Article I of the Constitution. A healthy debate and legitimate disagreements over policy are to be expected, but the president ought to engage in those discussions with respect and adherence to the rule of law. The Administration's usurpation of legislative authority must be stopped. If enacted, the End Executive Overreach Act would halt any further extreme executive orders or major rules until the day this president leaves office.

"As James Madison wrote in the Federalist Papers, "The accumulation of all powers, legislative, executive, and judiciary, in the same hands…may justly be pronounced the very definition of tyranny.' We must take a stand against this president's constant violation of the Constitution and end the flood of regulations that have stifled job creation and economic growth."

The End Executive Overreach Act would:

Defund Any New Executive Orders-- Reasserts Congress's power of the purse by eliminating all federal funds, fees, or resources that may be used to implement an executive order from the time of enactment of the bill until the end of the Obama Presidency on January 21, 2017.

Suspend Agencies Rule Making Authority-- Prevents further burdensome red tape regulations from this Administration by not allowing agencies to finalize any Major Rule or Significant Rule from the time of enactment of the bill until the end of the Obama Presidency on January 21, 2017.
