Frank Hoffmann's Issue Positions (Political Courage Test)

Frank Hoffmann has refused to provide voters with positions on key issues covered by the 2015 Political Courage Test, despite repeated requests. Historically, candidates have failed to complete our test due to the advice they receive from their parties and advisors and out of fear of negative attack ads.

What is the Political Courage Test?

This candidate has responded to a Political Courage Test in a previous election. As a continued effort to provide the American public with factual information on candidates running for public office, these archived responses are made available here.

The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.

LA is currently blessed with a surplus of dollars. It is obviously important that these monies be spent wisely, and on non-recurring expenses.

Greatest need for taxes centers around roads and infrastructure. The existing 16 cent per gallon tax is not sufficiient. However, other existing taxes and fees involving transportation should be sufficient if they are earmarked for particular roads and infrastructure instead of going into the general fund.

Roads and other infrastructure are in such poor conditions in LA, something has to be done, quickly and efficiently. Existing tax structure obviously has not and cannot sustain road needs in LA. I do not advocate new or higher taxes. I advocate the use of other infrastructure taxes and fees now going into the general fund be earmarked for roads and other infrastructure, and that we get on with making our roads safe and satisfactory.

Ethics reform will be an important part of LA's future. I support complete campaign disclosure and well as "glass pockets" legislation, disclosing all soures of income. LA must develop a reputation of trust for its public officials.

Protecting the common good is a function of government and must be a high priority. La's crime problems are complex, but will take a combination of education, corrections, judiciary, and legislation to improve.

We must have a viable public school system if we are to improve quality of life in LA. My support for vouchers is mostly centerd around allowing parents of children in failing schools to have a way out. I also support the charter school concept.

Louisiana must provide an environment conducive to business. Therefore, the "populice" philosophies must change, and private enterprize must be given a chance to flourish. Policies concerning employment, while needing bo be fairk, must not inhibit the success of our businesses.

LA spends some of the highest amounts of monies in the country on health care, yet ranks among the bottom. While a complicated subject, I generally favor the concept of "the money following the patient."
Charity hospitals in LA should develop into high quality, competitive, teaching hospitals.

I support both training and opportunities for all people to work and make a good living and become productive citizerns. To do so obviously requires a good educational program both at basic levels and at the workforce preparation level. No one should be trapped in the welfare system but given fair and equitable opportunities to become self sufficient.

My priorities are to provide an environment conducive to business so that LA can have a prosperous economy. I support being proactive in workforce development, allowing LA to not only meet its own needs but even take the lead nationwide.

I also support a strong emphasis on improved infrastructure, including roads. LA is terribly defficient in this area and must improve drastically.

I also support ethics reform, displaying character and integrity in government.
