What is the Political Courage Test?

Issue Positions

In response to the increasing unwillingness of candidates to answer issue questions, Vote Smart has researched Presidential and Congressional candidates' public records to determine candidates' likely responses on certain key issues. These issue positions, from the year 2014, are provided below as a courtesy to voters.

While we all agree that clean air is vitally important, EPA has an obligation to understand the impacts that regulations have on all segments of society. As one step toward fulfilling this obligation, we urge you to provide for a comment period of at least 120 days on the forthcoming performance standards for existing coal-based power plants." (
Yes Inferred Answer Guns: Do you support restrictions on the purchase and possession of guns? View Citations

Vote Smart's Research

Manchin and Toomey would have closed the gun show loophole and prohibited the commercial sale of guns to those who are seriously mentally ill or have a criminal record while also upholding Second Amendment rights." (
No Inferred Answer Health Care: Do you support repealing the 2010 Affordable Care Act? View Citations

Vote Smart's Research

If we had the immigration policies in the 80s and 90s that we have now, we might never had had an Intel or a Google because these companies -- just as 40% of all tech companies in Northern Virginia -- have at least one of foreign-born founder.Senator Warner believes in a comprehensive approach to immigration reform that includes policies to secure our nation's borders, curb future illegal immigration, establish an effective employer verification system and find a practical solution for the millions of undocumented immigrants currently residing in the United States." It is appropriate for America to be involved in this coalition effort with other nations in the civilized world, and this coalition should also include Arab and Muslim nations. As a member of the Senate Intelligence Committee, I look forward to reviewing more details of the President's strategy. Our thoughts and prayers are with our servicemen and women in harm's way." (

Congressional Election 1996 National Political Awareness Test

This candidate has responded to a Political Courage Test in a previous election. As a continued effort to provide the American public with factual information on candidates running for public office, these archived responses are made available here.

The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.
