William Butynski, Sr. refused to tell citizens where he stands on any of the issues addressed in the 2012 Political Courage Test, despite repeated requests from Vote Smart, national media, and prominent political leaders.

What is the Political Courage Test?

This candidate has responded to a Political Courage Test in a previous election. As a continued effort to provide the American public with factual information on candidates running for public office, these archived responses are made available here.

The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.

Given the impact of the national recession that is reducing state revenues, the state must implement a balanced approach that cuts some spending, while increasing some state revenues & identifying new revenue sources such as allowing citizens to vote on allowing & taxing slot machines.

I support government transparency, so citizens can view state government spending & revenues within NH & across states. We must reduce property taxes, while realizing that our overall tax burden in NH is among the lowest of all states.

Legislative Priorities
Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.

Due to the national recession, NH's projected revenues are declining. The top legislative priority must be to balance the budget, while preserving essential services. We must make responsible cuts in spending, e.g., eliminate unfilled positions and unnecessary travel, and reduce offender recidivism through improved assessments and sentencing. Also, we must consider some revenue enhancements, e.g., in communities with race tracks, allow citizens to vote on whether or not to allow slot machines. Finally, we must create new jobs through tax credits, provide job training/retraining, maintain nutrition and health services for children and seniors, and provide fuel oil and weatherization assistance.
