The federal government needs to live within its means, which will require significant spending reductions. We need to start by eliminating waste in the budget, and getting rid of duplicative programs. Then, we need to get our economy moving again, by adopting a fairer, simpler, flatter tax code. In the 1990s, we cut both spending and taxes, and balanced the budget. Lower taxes led to expansive economic growth. Higher economic growth led to higher tax revenue, and ultimately a balanced budget and even a surplus. Unfortunately, that surplus was squandered through spending increases.

The U.S. Supreme Court has made clear that it views campaign contributions as speech, protected under the First Amendment. Therefore, we cannot simply pass legislation to regulate campaign contributions from corporations and unions. That type of legislation is what led directly to the Citizens United decision, and the situation we now face. If we want to regulate these contributions at this point, it will take a constitutional amendment, and I just don't see that happening.

While the government does not (or at least should not) create jobs, we shouldn't be hindering those businesses that do. Instead, we need to create an environment in which employers, and particularly small businesses (which create 7 out of 10 new jobs), can grow and thrive. That effort starts with easing the regulatory burdens on American small businesses, and reducing the massive tax burden our employers face. Currently, the corporate tax rate in America is the highest among industrialized nations. That makes it more expensive to do business here, and it makes our products less competitive overseas.

As a father and grandfather, I think it is our responsibility to take all appropriate steps to ensure clean air, clean water and a healthy environment for future generations. However, I'm not convinced that the science is settled with respect to the underlying causes of climate change, and therefore I believe we need to carefully consider the costs as well as the benefits associated with any proposed solutions to the problem. We should not issue incredibly expensive and burdensome regulations, without knowing to what extent they will actually improve the situation.

I am a strong supporter of the Second Amendment, and I am not convinced that gun control measures actually do anything to prevent gun crimes. Gun crimes, by their very definition, are perpetrated by criminals. And criminals aren't going to let a background check or a waiting period stop them from obtaining a gun. In fact, study after study has found that most criminals get their guns through illegal means. With that in mind, the only people adversely impacted by gun control measures are law-abiding citizens.

I think Obamacare has been a disaster. It should be repealed and replaced with market-based reforms that help more Americans obtain quality, affordable health care. However, now that the decision has been delivered, I don't think there is much we can do about it. The most important thing we need to do is make sure that Social Security is on sound footing for today's seniors as well as future generations. To achieve that goal, we first need to make certain that the funds collected for Social Security are only used for Social Security, and are not wasted on other government programs. Next, we need to guarantee that Social Security remains unchanged for current retirees and those close to retirement. Then, and only then, I support allowing younger workers to invest a portion of their payroll taxes in personal retirement accounts.

I think we need to get the economy moving again by creating an economic environment in which small businesses and American families can thrive. To help businesses expand and create jobs, we need to reduce the regulatory burdens they face. To help small business owners and American families plan for the future, we need to scrap the existing, overly complex tax code, and replace it with a fairer, simpler, flatter tax. To make American businesses more competitive both at home and overseas, we need to reduce the corporate tax rate, which is now the highest in the industrialized world.
