  • Tommy Thompson. FOX Hannity and Colmes-Transcript. 2 April 2007. "COLMES: Should abortion remain legal? THOMPSON: Abortion should not be made legal. COLMES: You want to make it illegal? THOMPSON: Abortion should be illegal, yes. COLMES: You want to arrest women who have abortions and arrest doctors? THOMPSON: No, I would not want to arrest women, Alan, and you know that [¦] The question is whether or not you're pro-life or pro- choice, and I happen to be pro-life." (votesmart.org)
  • Tommy Thompson. Twitter: TommyForWI. 25 June 2012. "It is an honor to once again receive the endorsement of the @WRTL organization: . #wisen #wiright #prolife" (bit.ly)

  • Tommy Thompson. CNN Late Edition-Transcript. 8 April 2007. "BLITZER: He also reiterated that he would support federal funding for abortion for poor women, women who need that kind of federal funding, as long as it's seen as, it's being constitutional. You agree or disagree with that? T. THOMPSON: Well, I disagree with Rudy Giuliani on abortion. I'm pro-life. I've advocated that. I signed a partial-birth abortion bill into law when I was governor. And I'm pro-life and I'm proud of it. And I think, you know, that's a different issue that different candidates are going to have different positions. I'm not criticizing one person for their position. I hope they don't criticize me for my position. I just happen to be pro-life." (votesmart.org)
  • Tommy Thompson. Issues Position: Abortion. 17 August 2012. "Governor Thompson is pro-life and signed one of the nation's first partial-birth abortion bans. Under Thompson, the number of adoptions in Wisconsin increased by 22 percent, while the number of abortions decreased by 37 percent." (votesmart.org)
  • Despite exhaustive research, Vote Smart was unable to find information about this candidate's position.
  • Tommy Thompson. "Tommy Thompson On The Issues" 20 August 2012. "Defense and Foreign Policy - Governor Thompson believes the nation must recommit itself to rebuilding the American military because our armed forces must have the capacity to dominate any war or any conflict we must enter - all while having the capability to fight a multi-front war. Our military is simply stretched too thin to protect American interests overseas and at home in these dangerous times. At the same time, our foreign policy cannot be based solely on military might. We must reach out to the rest of the world, and a good place to start is with medical diplomacy." (votesmart.org)
  • Tommy Thompson. Americans for Tax Reform: The Taxpayer Protection Pledge. "I pledge to the taxpayers of the state of Wisconsin and to the American people that I will: ONE, oppose any and all efforts to increase the marginal income tax rate for individuals and business; and TWO, oppose any net reduction or elimination of deductions and credits, unless matched dollar for dollar by further reducing tax rates." (votesmart.org)
  • Tommy Thompson. Video: My Vision. 20 January 2012. "We are so deep in debt [¦] more than the Gross National Product [¦] the first thing you have to do is control your spending [¦] get your entitlement programs in line." (www.tommyforwisconsin.com)
  • Tommy Thompson. Video: Tommy Thompson “ My Vision. 20 January 2012. "Most countries have been smarter than the United States by cutting their corporate taxes, allowing businesses to flourish. Let's do that in America, and be excited again about the country instead of being so afraid of what's going to take place in the future, and the only way to change that is cutting spending, reducing taxes, changing the tax code, reforming the entitlements, and making this country once again, the absolute number one country in the world.". (www.youtube.com)
  • Tommy Thompson. Issues “ Taxes. 20 August 2012. "Tommy believes our corporate tax policy creates the wrong incentives and is the primary reason why our economy has not expanded at the same pace it did after prior recessions. The time for politicking and class warfare over corporate tax policy is over. We must move forward with a pro-growth tax policy that generates jobs by making our employers more competitive in the global economy [¦] Corporate Tax Rate - Policymakers have had their heads in the sand regarding the global economy in which our employers compete. Our current federal corporate income tax is the highest in the world for developed countries. This cannot stand. Tommy will fight for the provision in the Ryan budget that simplifies and reduces corporate income tax rates to 25 percent [¦] Repatriate foreign profits - In addition to a lower tax rate, the U.S. must finally address the perverse incentives that cause companies to reinvest foreign profits oversees rather than repatriating those profits. This dynamic will be partially addressed by reducing the gross differential between U.S. tax rates and those oversees. But we need to do more. According to recent news reports, Apple, Microsoft and Google are calling on federal tax incentives to repatriate up to $1 trillion in foreign profits generated by U.S. corporations. Rather than a mere tax holiday or other temporary measure, Tommy is proposing a permanent solution to return those foreign profits for investment in the U.S. Tommy will pursue a policy of zero taxation on foreign profits repatriated to the U.S." (www.tommyforwisconsin.com)

  • John Distaso. Union Ledger, Inc.: TheUnionLeader.com - Thompson Campaigns on Vouchers, School Choice. 7 April 2007. "The former Wisconsin governor and federal health and human services secretary said in an interview he would use federal block grants to encourage states to implement education voucher systems, charter schools and other forms of school choice. He would also use block grants for special education funds." (votesmart.org)
  • Tommy Thompson. Text of Tommy G. Thompson's Campaign Kickoff Speech. 7 April 2007. "On Education, we must hold our schools to world-class standards from Kindergarten through college. And we must make sure all our children get a world-class education, regardless of what neighborhood they live in or how much money their parents make. We can make No Child Left Behind stronger, and do so without wavering on its core principles." (votesmart.org)
  • Tommy Thompson. Issues “ Energy Independence. 20 August 2012. "Open new sources of U.S. territory to oil and natural gas drilling -The U.S. is one of the only countries in the world that puts most of its shoreline and vast areas of wilderness out of reach for energy developers. The Obama Administration has given mere election-year lip service to expanded exploration while erecting every possible barrier to action. -We will never have an opportunity for energy independence without safely using known U.S. deposits of oil and natural gas. -Tommy Thompson will support legislative action to open areas of shoreline in the Atlantic, Pacific, Gulf of Mexico and Alaska to oil and natural gas exploration and production. -We must also address the regulatory excess that gives opponents of exploration too much leverage to delay projects and create uncertainty. -The regulatory approval process must be streamlined, with definite timelines for review, and we must pursue litigation reform that prevents endless legal action and does nothing but line the pockets of lawyers." (votesmart.org)

  • Tommy Thompson. Tommy is a Sportsman. 17 August 2012. "Tommy signed into law a bill wiping out about 35 local gun-control ordinances that undermined our gun rights, saying he wanted to empower individuals, not the government." (www.tommyforwisconsin.com)
  • Lee Bergquist and Don Walker. Journal Sentinel - Thompson Wins Senate Primary, Advances to Face Baldwin in November. 14 August 2012. "On health care, the candidates could not be more far apart. Thompson has vowed to repeal and replace the Patient Protection and Affordable Care Act, while Baldwin has embraced it." (votesmart.org)
  • Tommy Thompson. Issue Position- Deficit Reduction. 1 January 2012. "Repeal and Replace Obamacare - The health care law strong-armed through Congress by the president and his Democratic allies will be a parasite on our economy. It destroys the private health care market, breeches the relationship of doctors and patients and is an underfunded economic disaster. It cannot stand. Beyond merely repealing, however, we must replace it with a system that works for our citizens, taxpayers and employers. Governor Thompson will soon be detailing his Obamacare replacement plan.". (votesmart.org)
  • Tommy Thompson. Issue Position: Health Care Reform. 1 January 2012. "There is no greater example of government overreach and unrestrained liberalism than Obamacare, the president's signature legislative initiative. It is so deeply flawed and such a clear and present threat to our economic stability that there is no way to fix it; it must be repealed entirely and replaced with market-based solutions that work. Obamacare is an underfunded, potentially unconstitutional government takeover of one of the largest sectors of our economy. Though the president and his congressional allies such as Tammy Baldwin had the opportunity to work with Republicans on workable solutions, they chose to ram through an ideological formula for government control of a third of our economy. This abuse of power and destructive policy cannot stand. Our nation can afford neither Obamacare nor prior policy, both of which will cause deficits to balloon, businesses to suffer under excessive costs and families to fear loss of affordable care. [...] It all starts with repealing this disastrous legislation and starting over. The law isn't even close to being fully implemented, but its flaws are already so clearly obvious and the threat to our economy so real that we must start completely over. The few elements of the law that are acceptable are so incidental to the broader public policy that full repeal and replacement is the only viable option. Tommy's immediate priority in the U.S. Senate will be to repeal Obamacare and restart health care reform deliberations from a clean slate." (votesmart.org)
  • Tommy Thompson. News - TOMMY THOMPSON CALLS FOR OBAMACARE REPLACEMENT. 20 August 2012. "Former Gov. Tommy Thompson today said the repeal and replacement of Obamacare will be his "day-one priority" as a U.S. Senator, regardless of how the U.S. Supreme Court rules on the constitutionality of the controversial law. "The nation is waiting with great anticipation for a U.S. Supreme Court decision," Thompson said. "But no matter what the Court decides, we need immediate action in the next Congress to repeal Obamacare and replace it with a market-based solution." Thompson said the Court's ruling on constitutionality will not change his position either way: "I've staunchly opposed the legislation all along and have the most comprehensive plan of this campaign to replace it with a solution that works for our families and employers," he said." (votesmart.org)
  • Tommy Thompson. Video: Tommy Thompson - Immigration. 3 August 2012. "I think that, you can't do that. I mean, it's, you're never going to deport 12 million people. But let's start you know, let's start being smart. Let's make sure that we protect our boundaries, our borders, we haven't done that. You know let's continue building the fence which Obama has now stopped. Let's make sure that individuals who come in here illegally, we don't allow them to come in. Let's penalize individuals that, that hire illegal immigrants, and let's be smart about it. Let's protect our borders, and let's make sure that we're going to be able to get people to come into this country the right way, the legal way. And that is what I'm all about. Making sure we have legal immigration, and making sure we do not have amnesty, and making sure we protect our borders." (www.cbs58.com)
  • Tommy Thopson. Governor Tommy G. Thopson Statement on Illegal Immigration. 1 May 2007. "As Americans, we should take great pride in the fact that our nation continues to be the land of opportunity and the place where people across the globe hope to find a better life for themselves and their families. We should welcome those who come here legally, and we can find ways to put that dream within the reach of even more who want to contribute to our great melting pot. But we must not reward those who break our laws and we therefore should oppose all amnesty proposals. Not only that, we must enforce our immigration policies to the fullest extent of the law. Our country was founded by immigrants and we must continue to welcome them, but only those who follow the rules. Any plan that rewards those who skirt our laws is shortsighted. We are a nation of laws and everyone must follow those laws." (votesmart.org)
  • John Distaso. The Union Leader: Thompson Campaigns on Vouchers, School Choice. 7 April 2007. "Thompson also said he opposes civil unions, but said states should "make up their own minds" on allowing them. He said marriage should be between a man and a woman but opposes amending the U.S. Constitution to define marriage." (votesmart.org)
  • Tommy Thompson. Video: Tommy Thompson - Gay Marriage. 3 August 2012. "I believe very strongly in the Defense of the Marriage Act. That marriage is one man, and one woman. I support that, that's the federal law. I'm a little, I'm a little gun shy of people saying oh we have to have a constitutional amendment for this or that. I happen to like our Constitution, and I think you know, you should not be going around amending constitutions. I am very much in favor of the Defense of the Marriage Act, the federal Defense of Marriage Act, that's what we should have. And that, and, gay marriage should be left up to the states. This is not a federal thing. This is a state event. So let's leave the Constitution out of it. Let's defend the federal law. One man, one woman for marriage, and allow the states to determine what they want to do in this subject." (www.cbs58.com)
  • Tommy Thopson. Issues Position: Marriage. 17 August 2012. "Governor Thompson believes marriage is between a man and a woman. He supports states' rights in determining the definition of marriage and believes it should be done legislatively or by referendum." (votesmart.org)
• Tommy Thompson. Video: RTR Media-Coverage from the New Hampshire Republican Debate--The Pakistan Question. 5 June 2007. "Interviewer - Sir what do you say about the War on Terror in general though? Governor Thompson - The War on Terror in general is something that all of us have got to be concerned about. We all have to fight the War on Terror, and it's a universal thing. Interviewer - Seeing the experts have said that Bin Laden may be in Pakistan, and we know the ISI wired $100,000 to Atta prior to the attacks. Why isn't Pakistan a target in the War on Terror? Governor Thompson - Well Pakistan, the tribal lands are. That's where Osama bin Laden is, is in the tribal areas. If you know, General Mussaref last year moved in against the tribal lands, trying to make sure that he was able to prevent terrorism. Interviewer - So because we have a leader in power that's willing to go after him, the state will not be targeted? Governor Thompson - Well I'm not sure the state will not be targeted, I think the state might be targeted if in fact we knew exactly where Osama bin Laden was. We do not know it, and there's no sense of just going in and bombing something hoping that you're going to be able to strike your target. That's not the way we do things. You have to have information. You have to have expertise, and we don't have that." 40s (video.google.com)
  • Despite exhaustive research, Vote Smart was unable to find information about this candidate's position.
This candidate has responded to a Political Courage Test in a previous election. As a continued effort to provide the American public with factual information on candidates running for public office, these archived responses are made available here.
The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.

My two main priorities: cutting taxes and spurring even greater economic growth and expanding our health care system for the benefit of low-income working families, seniors and the disabled. Our 10 percent tax cut helps every taxpayer, putting more money in their pocketbooks. And we want to give all working families access to health coverage, provide seniors with long-term care that keeps them home, and allow the disabled to keep their health benefits while working.
