Kentucky Congressional Election 2016 Political Courage Test

Pro-choice Do you generally support pro-choice or pro-life legislation?
I want to keep abortion as rare as possible, but legal. As a minister, I have counseled many women and girls in very difficult life circumstances, or with problem pregnancies to believe that one answer fits all situations.
Yes In order to balance the budget, do you support reducing defense spending?
Yes In order to balance the budget, do you support an income tax increase on any tax bracket?
I support a progressive income tax, and believe that taxes on our wealthiest citizens, at their lowest rates since the late 1960s, should be gradually increased. I do not support a flat tax because I believe it to be regressive on the poorest of our citizens.
Yes Do you support the regulation of indirect campaign contributions from corporations and unions?
No Do you support capital punishment for certain crimes?
Yes Do you support alternatives to incarceration for certain non-violent offenders such as mandatory counseling or substance abuse treatment?
No Do you support mandatory minimum sentences for non-violent drug offenders?
Yes Do you support federal spending as a means of promoting economic growth?
No Do you support lowering taxes as a means of promoting economic growth?
Yes Do you support providing tax incentives to businesses for the purpose of job creation?
Unknown Position Do you generally support requiring states to adopt federal education standards?
No Do you support building the Keystone XL pipeline?
Yes Do you support government funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes Do you support increased regulations on the hydraulic fracturing ("fracking") industry?
Yes Do you believe that human activity is contributing to climate change?
Yes Do you support the federal regulation of greenhouse gas emissions?
Climate change is not a matter of belief. It is fact.
Yes Do you generally support gun-control legislation?
While upholding the Second Amendment as currently interpreted by the Supreme Court, I believe, with the late Justice Scalia, that there are reasonable limits on the types of guns and ammunition which ordinary citizens may be permitted to own.
No Do you support repealing the 2010 Affordable Care Act ("Obamacare")?
I favor a gradual move toward a universal health care for all U.S. citizens and their children, modeled after Medicare.
No Do you support requiring immigrants who are unlawfully present to return to their country of origin before they are eligible for citizenship?
I believe that a path to citizenship should be offered for families and individuals who have otherwise been law-abiding participants in the American way of life.
Yes Do you support same-sex marriage?
Yes Should the U.S use military force in order to prevent governments hostile to the United States from possessing a nuclear weapon?
Unknown Position Do you support increased American intervention in Iraq and Syria beyond air support?
But only as the last resort. I believe that all diplomatic measures, including sanctions, should be utilized before any military intervention to prevent the expansion of nuclear weapons.
No Do you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts?

If elected, my top priorities will be education: pre-K schools; making higher education affordable for college bound students, and improved vocational training and retraining for the unemployed; continuing to work to improve the Affordable Care Act and expand it; addressing the student debt crisis and working to allow young adults to refinance their student loans at market rates; eliminating dark money from the political processes of our nation.
