Limited regulation. But whether human activity is contributing is not the right question. We are an oil economy, and will continue as such until industry makes alternative energy a viable solution. Government didn't drill the first oil well; government didn't invent the internal combustion engine--private industry did, and we should rely on private industry to innovate alternative energy solutions as well.

While the PPACA contains admirable provisions, the mandate contains the most damaging requirement, as it negatively impacts the subset of the American population that can least afford it. Those who earn too little get medicaid coverage; those who earn enough typically have coverage provided by their employer. The mandate affects those who make too much to qualify for medicaid, but too little to get into an employer-sponsored program.

The primary focus for the next Congress will be on economic recovery and growth. The Federal government needs to institute tax reform and aggressive incentives to get American manufacturing and industry working again for the benefit of the American people, and getting American goods moving in the world market.
Reshoring manufacturing, and encouraging innovation and new domestic start-up industries will get Americans working again, decrease those relying on the government dollar, and restore American economic pre-eminence.
