David Price's Issue Positions (Political Courage Test)

Office: U.S. House (NC) - District 4, Democratic
David Price has provided voters with clear stances on key issues by responding to the 2018 Political Courage Test.

What is the Political Courage Test?

North Carolina Congressional Election 2018 Political Courage Test

Pro-choiceCandidate AnswerDo you generally support pro-choice or pro-life legislation?
Other or expanded principles

I strongly support a woman's right to make health care decisions for herself and her family. I have consistently opposed Republican attempts to undermine the constitutional right to choose established in Roe v. Wade and to defund Planned Parenthood, Title X family planning programs, and other federal initiatives that provide access to vital health care and family planning services. I am a cosponsor of the Women's Health Protection Act of 2017, which would establish new federal protections against overly burdensome state restrictions on women's access to such services.

YesCandidate AnswerIn order to balance the budget, do you support an income tax increase on any tax bracket?
YesCandidate AnswerIn order to balance the budget, do you support reducing defense spending?
Other or expanded principles

We must enact a comprehensive budget agreement that includes new revenue sources, additional targeted spending reductions, and reforms to strengthen the viability of entitlement programs. Instead, Republicans have given us the worst of both worlds: severe cuts to domestic spending that do great damage to our economy and quality of life while doing nothing to address the deficit. Now, they have enacted a $1.5 trillion tax plan loaded with giveaways for corporations and the wealthy. If we are going to make the investments a great country must make in education, research, housing, and other areas, we simply must do better.

YesCandidate AnswerDo you support the regulation of indirect campaign contributions from corporations and unions?
Other or expanded principles

I have been at the forefront of efforts to promote transparency and accountability in our electoral process. I was the author of the "Stand by Your Ad" requirement for political ads, and in the current Congress I have introduced comprehensive democracy reform legislation that would establish public financing for all federal elections, end extreme partisan gerrymandering, and rein in the activities of "SuperPACs," among other provisions. These common-sense, concrete steps would diminish the influence of special interests in our elections and empower citizens to take back their democracy

YesCandidate AnswerDo you support federal spending as a means of promoting economic growth?
NoCandidate AnswerDo you support lowering corporate taxes as a means of promoting economic growth?
Other or expanded principles

Federal investments in education, research, infrastructure, housing, and other priorities boost economic growth (especially during downturns) and protect the most vulnerable among us. As North Carolina's only member of the Appropriations Committee, I have championed investments in these programs and worked to ensure that the Fourth District receives its share of this funding.
I support comprehensive tax reform that helps working families and asks corporations and the wealthy to pay their fair share. The $1.5 trillion tax plan recently enacted by Congress did the opposite, handing out lavish tax breaks to corporations without closing loopholes or raising new revenue elsewhere.

NoCandidate AnswerDo you support requiring states to adopt federal education standards?
Other or expanded principles

As a former teacher and the son of educators, education has always been among my highest priorities in Congress. I believe the federal government has an important role to play in closing the achievement gap for students from disadvantaged backgrounds and incentivizing states to raise standards and pursue innovations, as the Obama Administration did through the "Race to the Top" program. Experience has taught us that a one-size-fits-all approach to education does not work, so we must balance federal standards with allowing states some flexibility to meet the unique needs of their students.

YesCandidate AnswerDo you support government funding for the development of renewable energy (e.g. solar, wind, thermal)?
YesCandidate AnswerDo you support the federal regulation of greenhouse gas emissions?
Other or expanded principles

As a member of the Sustainable Energy and Environment Coalition, I have co-sponsored legislation that would support robust renewable energy development, reduce carbon emissions, and establish new protections for the environment. I was a proud supporter of President Obama's landmark Clean Power Plan, Paris Climate Accords, and historic investments in renewable energy and energy efficiency, and I am extremely dismayed that President Trump has undone these and other accomplishments. In the current Congress, I have sponsored legislation to codify Obama-era safety regulations for offshore drilling and to encourage cleaner methods for the management and disposal of agricultural waste.

YesCandidate AnswerDo you generally support gun-control legislation?
Other or expanded principles

Our "thoughts and prayers" are no longer enough: we must overcome the scare tactics of the firearms lobby and the obstructionism of congressional Republicans and enact real, common-sense solutions to address the gun violence epidemic in this country. As a Vice Chair of the House Gun Violence Prevention Task Force, I have cosponsored legislation to reinstate the assault weapons ban, establish universal background checks, and allow local authorities to keep firearms out of the hands of dangerous individuals. I recently led the charge to lift the long-standing prohibition on federal research into the causes and consequences of gun violence.

NoCandidate AnswerDo you support repealing the 2010 Affordable Care Act ("Obamacare")?
Other or expanded principles

The Affordable Care Act was one of the best votes I've ever cast, and I have fought to protect it against Republican attacks. Thanks to the Obamacare, millions of Americans have secured health coverage for the first time, and quality of care continues to improve for people facing major health crises. We must now build on the success of the ACA by continuing to expand Medicaid in states like North Carolina that have refused to do so, and we should consider other proposals (such as "Medicare for All") that would move us toward the goal of universal health care.

NoCandidate AnswerDo you support the construction of a wall along the Mexican border?
NoCandidate AnswerDo you support requiring immigrants who are unlawfully present to return to their country of origin before they are eligible for citizenship?
Other or expanded principles

As the former chairman of the Homeland Security Appropriations Subcommittee, I have been a forceful advocate for comprehensive immigration reform and for humane enforcement of immigration laws. I have been a cosponsor of the DREAM Act since it was first introduced and I strongly condemned President Trump's repeal of the DACA program last September. I have also forcefully opposed the President's outrageous and ineffective "border wall" and I have urged the Administration to prioritize the removal of individuals who pose an actual threat to their communities instead of those who pose no threat and have strong ties to this country.

YesCandidate AnswerDo you support the legalization of marijuana for recreational purposes?
Other or expanded principles

I support the right of states to determine whether to decriminalize marijuana for medicinal and recreational purposes. I have voted for amendments to restrict the Justice Department from prosecuting individuals for the use of marijuana in states where it is permissible under state law, and I have opposed efforts by the Trump Administration to resume this practice. The War on Drugs has failed, and we should focus our scarce law enforcement resources on greater threats to public health and safety such as the opioid crisis or the gun violence epidemic.

NoCandidate AnswerShould the United States use military force in order to prevent governments hostile to the U.S. from possessing a nuclear weapon?
NoCandidate AnswerDo you support increased American intervention in Middle Eastern conflicts beyond air support?
Other or expanded principles

Securing, reducing, and ultimately eliminating the world's nuclear weapons should be a paramount goal of U.S. foreign policy that should be achieved through multilateralism and a commitment to lead by example by reducing our own nuclear arsenal. President Obama?s landmark nuclear agreement with Iran, which I strongly support, exemplifies this approach.
I believe that military force should be used only when our national security is at stake, only once all diplomatic avenues have been exhausted, and only as part of a comprehensive strategy. I opposed the Iraq war from the beginning and am concerned about the current President?s creeping interventionism.

Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.

First, we must ensure that the benefits of economic growth are broadly shared. This means investing in education and worker training, mitigating the negative effects of globalization, making the tax code fairer, ensuring that all American workers earn a living wage, and investing in affordable housing and transportation, which are essential foundations for economic opportunity.
Second, we must pass comprehensive democracy reform legislation, such as my "We the People" Act, to end partisan gerrymandering, reduce the influence of money in politics, expand voter registration, and reform ethics laws. This legislation would help restore integrity, transparency and accountability in our politics.
