Vote to pass a bill that allows freestanding alcohol retailers to obtain ten-year liquor licenses by paying the state licensing commission a minimum bid plus ten percent of that minimum.

-Defines freestanding alcohol retailers as those who only sell alcohol products, non-intoxicating alcohol-related products, and tobacco products (Art. 3A). -Lays out a plan to control alcohol consumption in the state, gather revenue from alcohol-related industries, encourage growth of pre-existing alcohol retailers, and encourage the sale of liquor at freestanding liquor retail outlets (Art. 3A). -Enables freestanding alcohol retailers who obtain licenses under this reduced bid to finance their licenses through long-term payment plans (Art. 3A).
