-Changes the current law, which states that no person can drive or ride on a motorcycle without a helmet, to state that only those who are under 21 years old are required to wear a helmet while driving or riding on a motorcycle (Sec. 1). -Establishes that anyone over 21 years who chooses not to wear a helmet shall have "economic only" uninsured motorist liability coverage with minimum limits of one hundred thousand dollars and shall be covered by a health care plan (Sec. 1).
